Petition to point out the crimes of some Vietnamese border
armies

We are:
1.
Hang Seo Pao, age 23, living at Ta Chai hamlet, Thang Tin
village, Hoang Su Phi Dist., Ha Giang province.
2.
Vang Xinh Lao, age 21, living at Giac Trong hamlet, Thang
Tin village, Hoang Su Phi Dist., Ha Giang province.
We are believers of The Evangelical Church of Vietnam (the
North).
On October 19, 2005, we went to the office of the The
Evangelical Church of Vietnam in Hanoi to get the application
for religious practice permit. On Nov. 7, 2005, we applied to
the District governmental officers. They accepted the
application but a few days later they told us that the
application was invalid.
On Dec. 21, 2005, the head of border army station No 211 of
Hoang Su Phi Dist. Mr. Vu Van Do called us to go to the office
of the people's committee of Thang Tin Village to interrogate
and then he hit us.
He asked us the following questions:
1.
Why do you follow Christianity?
We answered, “Because we do not want to follow Satan.”
2.
What is the tradition of H’mong people? Where did it come
from?
We did not answer because we did not
know.
3.
Is it wrong to ask for establishing a church? Say yes or
no!
We did not answer, either.
4.
Are you afraid of being put into jail?
We answered, “Everyone is. But we are not because we are not
wrong.”
Vu Van Do then hit us on our faces with his fist, pulled our
ears, and told us to turn our faces to the wall. He told us to
choose one of these two potions:
1.
Tell the believers in the hamlet to pay 1,000,000 VND for
following Christianity.
2.
Get ready to go to jail.
He then asked us if we had experienced electric cane. If not, he
will have us try the next day. Vu Van Do next released us to go
home take rice and clothes to stay in the post for 9 days.
We left our homes on Dec. 22, 2005 for fear of being tortured.
We arrived in Hanoi on Jan. 1, 2006.
Some of the believers from my hamlet went to Hanoi to tell us
that the soldiers came to search for us and told our families to
look for us. They said that a day away from home will deserve
one year in prison.
We hereby make this petition to cry out for help and protection
from The Evangelical Church of Vietnam.
We also ask for help from the governments of other countries,
and the Human Rights International Organizations and
Non-governmental organizations.
We earnestly suggest that the governments of other countries and
the Human Rights International Organizations criticize strongly
these serious violations of human rights and right of religion
of Vietnam.

On Jan. 3, 2006, we received a petition for help from two
H’mong Protestants Hang Seo Pao and Vang Xinh Lao. After
further investigation of the petition itself and from some
H’mong believers, who have just arrived in Hanoi, we hereby
submit this document to governmental offices from the
central to provincial level in order to voice that:
1.
The Evangelical Church of Vietnam denounces the
Border Guard station No 211 of Dist.
Hoang Su Phi, Ha Giang province for their serious violations
of human rights, right of religion, and the right against
bodily torture.
2.
The Evangelical Church of Vietnam sends this document
to request the Prime Minister, the Command of soldiers, and
governmental officers of Ha Giang province to investigate
and find out those individuals or groups who violated the
Constitution of Vietnam, the law of Vietnam and also
strictly punish such violators.
