Against the Vietnamese Authorities’ Act of Repression
Aimed at Victims of Injustice
on the Night of July 18,2007 in Saigon
TO:
– Our Vietnamese compatriots inside and outside of Vietnam,
– Vietnamese Victims of injustice,
– Mass media organizations inside and outside of Vietnam,
– Freedom and Democracy activists and organizations inside and outside of Vietnam,
– Freedom and justice-loving Parliaments, Governments and People All Over the World
At 11 pm, July 18,2007, about 1300 victims of injustice were making preparations for a night’s rest after a tiring day of trying to present complaints to the Office No.2 of the National Assembly,194 Hoang Van Thu Street, Ward 9, Phu Nhuan District, when the Vietnamese authorities sent in both uniformed police and plainclothesmen to disperse them. According to various accounts, these police forces brought in fire trucks to aim powerful water jets at the demonstrators and used tear gas to force them to disperse. At the same time they corraled the victims of injustice onto waiting trucks as if they were mere animals.
The Alliance for Democracy and Freedom for Vietnam vehemently raises its voice in protest against this inhumane and unconstitutional action on the part of the Vietnamese authorities. Normally, having robbed people of their land and homes, the Vietnamese authorities should have compensated them in a just and law-abiding way. Yet they have refused to solve the problem even though these complaints and suits have been brought to their attention for decades now. With no homes to live in or land to farm, it stands to reason that the people have no other recourse than to gather in Saigon to seek redress in peaceful demonstrations, especially since last June 23 in front of Office No.2 of the National Assembly. In seeking justice, these people have been forced to live like homeless persons with no facilities or amenities for weeks on end. Not only do they not feel a pang of anguish in this case, the Vietnamese authorities have even:
- sent in uniformed police and plainclothesmen to threaten, harass, and make it difficult for the people so that they may abandon the fight altogether;
- robbed the people of food that the Saigonese, out of pity, have brought in to share it with the demonstrators, in fact in some cases they have used violence on those who try to help;
- forbidden the passers-by to take pictures so that they could hide the truth (some who try tp take pictures have been bloodied by police truncheons) etc.
In the face of these developments, the Alliance for Democracy and Human Rights for Vietnam makes the following points:
This constitutes an escalation by the Vietnamese authorities aimed at the victims of injustice in particular, and at the whole Vietnamese people in general. This action shows that the Communist Party of Vietnam’s (CPV) leaders have yet to change their mindset which is to worship violence.
The Party and Government of Communist Vietnam all the time call for fighting corruption; but when the above victims of injustice raise their voices to cry injustice for dozens of years now, what they notice is that the corrupt officials go untouched whereas the very victims of injustice are the ones to end up loser. This interpenetration once again shows that the ruling Communist government has to rely on the corrupt officials in order to buy the loyalty of the cadres and thereby to maintain itself in power regardless of what damage it can do to the nation.
The rulers of a nation, especially dictatorial ones, realize that the more cruel they are the more punishment they will reap. Those who directly or indirectly cause crime should know that they cannot hide or cover up their crimes, and that they will have to face justice once our nation moves forward.
To contribute to the effort to put an immediate stop to the current crimes of theVietnamese Authorities, the Alliance for Democracy and Human Rights for Vietnam calls on all the compatriots both inside and outside of Vietnam, on the mass media both here and abroad, to those guardians of freedom and democracy, both individuals and organizations, to the Parliaments, Governments and People of freedom and justice-loving people all over the world to:
Vehemently protest and condemn the acts of repression of the Vietnamese authorities aimed at the innocent victims of injustice;
Find every which way to pressure the Vietnamese authorities to give back to the victims of injustice the land illegally and unjustly taken from them, in the meantime they should severely punish those officials who have unjustly taken the land from the people, and force them to pay the victims for damage.
Force the Vietnamese authorities to release at once the victims of injustice that they have carried away far from the area of Office No.2 of the National Assembly on the night of July 18.
The Alliance for Democracy and Human Rights for Vietnam also appeals to those who are cooperating with the current Vietnamese authorities to learn from this lesson: innumerable are those among the victims of injustice who have sacrificed property, life and limb to the altar of the CPV, only to end up seeing an ungrateful party not only rob them of their property but also repressing them when they cry injustice. By cooperating with and making sacrifices on behalf of the Vietnamese communist regime, they will not be given any credit, they will only be guilty of crimes against the nation. These people should give some thought to the proverb, “a lemon is worthless after it has been squeezed, ” and contemplate the consequences that will inevitably befall them as they have to pay for the crimes they committed.

Thư phản đối Kính gửi: – Đồng bào Việt Nam trong và ngoài nước, – Các dân oan Việt Nam, – Các cơ quan truyền thông trong và ngoài nước, – Các lực lượng và các nhà đấu tranh cho tự do dân chủ trong và ngoài nước. – Các Quốc Hội, các Chính Phủ và Nhân Dân yêu chuộng tự do và công bằng trên toàn thế giới,
Vào 11g00 tối ngày 18-7-2007, khoảng 1.300 dân oan đang chuẩn bị nghỉ đêm sau một ngày khiếu kiện mệt nhọc trên các vỉa hè gần tòa nhà Văn Phòng II Quốc Hội số 194 đường Hoàng Văn Thụ, Phường 9, Quận Phú Nhuận, thì nhà cầm quyền Việt Nam đã cho công an nổi và chìm, tay sai của họ, đến đây để giải tán bà con. Theo nguồn tin nhận được, đám công an này đã đem xe cứu hỏa tới dùng vòi rồng xịt nước vào dân chúng và dùng hơi cay để buộc dân phải giải tán. Đồng thời họ lùa dân oan như lùa những đàn vật lên các xe của họ để chở đi nơi khác. Liên Minh Dân Chủ Nhân Quyền Việt Nam cực lực phản đối việc làm vô nhân đạo và vi hiến này của nhà cầm quyền Việt Nam. Thiết tưởng nhà cầm quyền Việt Nam đã cướp đất đai nhà cửa của người dân thì phải đền bù lại cho dân theo đúng lẽ công bằng và luật pháp quy định mới phải. Nhưng nhà cầm quyền này đã không giải quyết mặc dù biết bao người đã khiếu nại và kiện cáo cả hàng chục năm nay. Khi không còn nhà cửa ruộng đất để ở, để làm ăn sinh sống, bà con dân oan đành phải về Sàigòn để biểu tình ôn hòa bất bạo động hầu kêu gọi nhà cầm quyền Việt Nam quan tâm giải quyết, đặc biệt từ ngày 23/6 trước Văn Phòng II Quốc Hội. Bà con đã cam chịu sống cảnh màn trời chiếu đất, thiếu thốn trăm bề hàng mấy tuần lễ trên các vỉa hè thành phố. Nhà cầm quyền Việt Nam không những đã không thấy xót xa trước tình cảnh này mà còn: – cho công an chìm nổi đến đe dọa, sách nhiễu, gây khó dễ để họ nản lòng bỏ cuộc – cướp thực phẩm và thậm chí đánh đập những người dân Sài Gòn vì tình thương đem đến cho bà con biểu tình – cấm người qua lại không được chụp hình để bưng bít thông tin (có người đến chụp hình bị công an chìm đánh đến chảy máu) – v. v…
Trước các diễn tiến này Liên Minh Dân Chủ Nhân Quyền Việt Nam nhận định rằng: – Đây là một bước leo thang trong tội ác của nhà cầm quyền Việt Nam đối với dân oan nói riêng, và đối với toàn dân tộc nói chung. Việc làm này chứng tỏ bản chất sùng bái bạo lực không hề thay đổi trong tư duy bộ phận lãnh đạo đảng CSVN; – Lúc nào đảng và nhà nước CSVN cũng hô hào chống tham nhũng; nhưng khi dân oan lên tiếng kêu oan hàng chục năm nay thì họ không hề trừng trị những kẻ tham nhũng, mà lại trừng trị các nạn nhân của tham nhũng. Điều này một lần nữa chứng minh hệ thống cai trị của đảng CSVN phải cậy dựa vào tham nhũng để duy trì sự trung thành của đội ngũ cán bộ và từ đó duy trì quyền lực, bất kể những hệ quả lên đất nước. – Những kẻ cai trị độc tài càng hung hãn thì tội ác của họ càng thêm nặng. Những kẻ trực tiếp hoặc gián tiếp gây tội ác không thể trốn tránh hay che đậy tội ác của mình, họ sẽ phải đối diện trước công lý khi dân tộc chuyển mình.
Ðể góp phần chận đứng tội ác hiện nay của nhà cầm quyền Việt Nam, Liên Minh Dân Chủ Nhân Quyền Việt Nam kêu gọi Đồng bào Việt Nam trong và ngoài nước, các cơ quan truyền thông trong và ngoài nước, các lực lượng và các nhà đấu tranh cho tự do dân chủ trong và ngoài nước, các Quốc Hội, các Chính Phủ và Nhân Dân yêu chuộng tự do và công bằng trên toàn thế giới hãy: – Cực lực phản đối và lên án hành vi đàn áp dân oan vô tội của nhà cầm quyền Việt Nam – Tìm mọi cách áp lực đòi buộc nhà cầm quyền Việt Nam phải trả lại đất đai cho dân oan đã bị tước đoạt cách bất công, đồng thời xử lý nghiêm minh những quan chức đã chiếm đất người dân cách bất công, buộc họ phải bồi thường thiệt hại cho các nạn nhân. – Ðòi buộc nhà cầm quyền Việt Nam phải trả tự do ngay cho những dân oan bị công an chở khỏi khu vực Văn Phòng Quốc hội II tối 18/7. Liên Minh Dân Chủ Nhân Quyền Việt Nam cũng kêu gọi những ai đang hợp tác với nhà cầm quyền gian ác hiện tại hãy rút ra bài học: trong số dân oan, có biết bao gia đình đã hy sinh của cải, công sức, tính mạng cho đảng CSVN, thế mà kết cục họ đã bị đảng CSVN vô ơn đối với họ đến độ chẳng những cướp đoạt tài sản như thế, mà còn đàn áp họ khi họ kêu oan. Việc hợp tác, hy sinh cho chế độ CSVN chẳng những không được đảng ghi ơn, hậu đãi mà còn có tội đối với toàn dân tộc nữa. Hãy nghĩ đến tình trạng bị “vắt chanh bỏ vỏ” và hậu quả không tránh được của các tội ác mình làm.
