Dong Thap Province’s Police Authorities on 02 December 1978.
Current Resident: Phu Ngoc Village, Dinh Quan District, Dong Nai Province.
Ladies and Gentlemen,
I became a monk on 1969, educated Buddhism at Huynh Kim Tu Temple, Hanh Thong
Tay, Go Vap Prefecture. My master was Venerable Thich Dinh Quang. My religious
name is Thich Giac An, a member of the Unified Buddhist Church of Viet Nam – by
which clearly indicated on my personal identification.
In 1981, the government had demolished the Kim Quang Temple at 22 Tay Khanh B
Zone, My Hoa Village, Long Xuyen District. The temple was architected and
constructed by me on a three-thousand square meters parcel of land which I
bought from a Buddhist named Thai Sanh for the amount of VN$3 million – three
million dong (equivalent to about US$200.00 – two hundred dollars).
On the contrary, the authorities had imprisoned me for three months and had
allegedly accused me of belonging to the Unified Buddhist Church in order to go
against the government policy, constructed the temple illegally without permit,
and they confiscated our land, giving it to the local government officials for
their housing construction. Thereafter, they put me under house arrest for three
years. While I am in prison, I left all of my Buddha statues and properties at
the Phuoc Hau Temple. The authorities have always tried to intimidate and
assault me; I had to leave the village for Phu Ngoc Village living in fear and
hiding to continue seeking help for justice up until now for more than twenty
years.
During this time of hiding and living in fear, I have returned to the secular
life and became a farmer where I have shared many good and bad times with the
low-income farmers who have been living in harsh conditions under the communist
ruling. Among these farmers, Mr. Doan Van Dien, a former South Vietnam Army
and Mennonite Protestant missionary who used to provide comfort and support
us during our difficult times. During our petition for justice, we have had not
been received any positive outcome from the Government. The unaccountable
government has never genuinely resolved any of our glaring injustice and
concerned problems.
Therefore, "when push comes to shove," wherever there is oppression, fighting
for justice shall go against it. Thus an organization has just been found to
safeguarding the class of low-income labor workers is appropriate with regards
to morality and humanity.
On the 30 October 2006, the United Workers-Farmers of Viet Nam (UWFO) is
officially established to unify farmers and workers who are being oppressed in
seeking for justice.
Ladies and Gentlemen,
We firmly state that the United Workers-Farmers Organization is a group
of individual fighting for the safeguard of the rights of labor workers and
farmers for which the Vietnam’s and international’s law of labor rights are not
prohibited.
The pitiful situation of farmers’ cultivating land, houses being deprived; our
children have to seeking jobs at industrial factories where they must accept the
lowest labor wages to maintain a living of low-wage workers, still however being
systematically plundered. While the state-run labor union acted in colluding
with the Enterprise Owners with an aim to silence the workers for voicing their
workers’ rights. If they plan to stage a labor strike, the security police
lackeys and their sycophants so called - the people protectionists and agents -
always trying to intimidate with unconscionable means to these long-suffering
labor and farmer workers!!!
Ladies and Gentlemen,
In the recent past devastating war, the class of Workers-Farmers had also been
used. There many corpses of young boys and girls filling everywhere on the war
fields were still of their driving force. Nowadays, sacrifice for the
revitalization of the country also is still their aim, nonetheless if anyone
would pay a visit to any labor workers' housing districts shall feel their
pains? The lowest living conditions in society is still the class of
workers-farmers!
Ladies and Gentlemen,
Therefore with a minimum conscience of an average human being is also adequately
to motivate the participation of all farmers and labor workers to confront the
decaying ruling authorities and the class of colluding factory owners to
continue to put squeeze on the Vietnamese Farmers and Workers labor.
We announce that the United Workers-Farmers Organization of Viet Nam is a
legitimate organization in accord with Viet Nam constitution and national
morality. The incidents of arrests and harsh intimidation since the 14 November
2006 hitherto in regard to the UWFO have caused great damage for the
organization which fighting for the labor rights of Workers-Farmers is a serious
violation of VietNam's constitution and international law and a criminal act.
The present security police forces and the Vietnamese authorities must be held
accountable to the Vietnamese history, the Vietnamese peoples and the
international law in regards to their suppressive acts.
Presently, many members of the UWFO are being detained: Mr. Doan Van Dien, Mr.
Doan Huy Chuong, Mr. Nguyen Tan Hoanh, Ms. Tran Thi Le-Hang, Mr. Nguyen Tuan,
Mr. Le Ba Triet. Other members are being subjected to intimidation and tracking
them down. I, myself, had evaded the last arrest, and currently am subjected to
intense hunting me down; the security police incessantly put pressure on and
demand me to present myself to the Dong Nai detention immediately.
On behalf of the United Workers-Farmers
Organization of Viet Nam, I pleadingly call on all of you to do whatever power
vested in you to rescue the UWFO that is being cracking down illegellally and
intensely by the brutal Vietnamese Communist.

Tôi xuất gia từ năm 1969, tu học tại Chùa Huỳnh Kim Tự, Hạnh Thông Tây,Quận Gò Vấp. Thầy Tôi là Hòa Thượng Thích Định Quang, với pháp danh Tôi là Thích Giác An thuộc Giáo hội Phật giáo Việt nam thống nhất (có ghi rõ trong chứng minh nhân dân.)
Năm 1981, chính quyền đã đập phá Chùa Kim Quang Tự tại tổ 22 ấp Tây Khánh B, xã Mỹ Hòa, thị xã Long Xuyên. Chùa này do tôi tự tạo lập trên khu đất ba ngàn m2 do tôi mua của một phật tử tên Thái Sanh với giá là ba triệu đồng. Trái lại chính quyền còn bắt tôi ở tù ba tháng và đã ghép tội tôi thuộc Giáo hội Việt nam thống nhất chống phá chính quyền cách mạng, xây dựng Chùa trái phép rồi họ cướp luôn đất chia cho cán bộ làm nhà ở. Sau đó họ quản chế tôi ba năm. Thời gian tôi ở tù thì các tượng phật và tài sản của tôi đem gởi ở Chùa Phước Hậu. Chính quyền luôn luôn đe dọa khủng bố tôi, tôi đã phải bỏ quê để chạy xuống xã Phú Ngọc ẩn để tiếp tục khiếu kiện với thời gian từ đó cho tới nay là hơn hai mươi năm.
Trong thời gian này, tôi phải hoàn tục và trở thành nông dân chia bùi xẻ ngọt với người dân oan ức dưới chế độ bất nhân. Trong số những người đó có ông Đoàn Văn Diên là một thương phế binh VNCH cũng cùng nâng đỡ yên ủi chúng tôi đấu tranh. Được biết ông Diên là một truyền đạo Tin Lành phái Mennonite. Trong suốt thời gian khiếu nại đòi công bằng nhưng không có một kết quả nào hết. Chính quyền vô trách nhiệm chẳng bao giờ giải quyết thực sự cho nỗi oan ức của dân oan chúng tôi. Do đó, “tức nước thì vỡ bờ”,”nơi nào có áp bức tức nơi đó có đấu tranh, một tổ chức ra đời để bảo vệ giới công nông nghèo khó là phù hợp với lẽ đời và lẽ đạo…
Vào ngày 30/10/2005, Hiệp hội Công Nông chính thức được thành lập để đoàn kết những người nông dân và công nhân bị áp bức đòi công lý.

Chúng tôi khẳng định Hiệp hội Công Nông là một tổ chức đấu tranh bảo vệ quyền lợi sống còn của người công nhân và nông dân mà pháp luật không hề cấm.
Thực trạng thảm thương của người nông dân bị tước đoạt ruộng vườn, nhà cửa ở nông thôn; con cái họ đành phải tìm đến các khu công nghiệp để bán sức lao đông với giá rẻ mạt duy trì cuộc sống mà vẫn bị bóc lột thậm tệ. Trong khi công đòan quốc doanh chỉ là bức bình phong toa rập với Giới Chủ để bịt miệng công nhân không cho họ một lời đòi quyền lợi. Nếu họ có đình công thì bị bọn tay sai công an, dân quân, du kích ăn tiền tư sản trấn áp tàn khốc vô lương tâm với những người lao động muôn đời đau khổ này!!!
Trong chiến tranh khốc liệt vừa qua, thành phần Công Nông cũng bị lợi dụng. Những xác chết rất trẻ phơi ngập thảm thương trên khắp các chiến trường chủ lực vẫn là họ. Ngày nay hy sinh cho sự phục hồi đất nước cũng vẫn là họ,thế nhưng có ai tới những khu nhà trọ công nhân mà không khỏi đau lòng? Cuộc sống thấp nhất trong xã hội vẫn công nông!
Thưa quí vị,
Do đó với lương tâm tối thiểu của một con người bình thường cũng đủ để đánh thức hành động dấn thân của mọi nông dân và công nhân đối mặt với bạo quyền hư hỏng và Giới chủ mới cùng bóc lột cạn kiệt người Nông Dân và Công Nhân Việt Nam.
Nay chúng tôi tuyên bố rằng Hiệp Hội Đoàn Kết Công Nông Việt Nam là một tổ chức đúng đắn phù hợp với hiến pháp, với đạo lý dân tộc. Việc bắt bớ, trấn áp nặng nề từ ngày 14/11/06 đến nay đối với Hiệp Hội gây tổn thất lớn lao cho tổ chức đấu tranh quyền lợi của Công Nông là một sự vi phạm trầm trọng hiến pháp Việt Nam và pháp luật quốc tế, là một hành động tội ác. Các lực lượng an ninh và chính quyền Việt Nam hiện tại phải chịu trách nhiệm trước lịch sử, trước nhân dân Việt Nam và trước pháp luật quốc tế về hành động đàn áp này.
Hiện nay, nhiều hội viên của Hiệp Hội đang bị bắt giam như ông Đoàn Văn Diên, Đoàn Huy Chương, Nguyễn Tấn Hoành, Trần Thị Lệ Hằng, Nguyễn Tuấn, Lê Bá Triết v.v…nhiều người khác đang bị công an liên tục sách nhiễu, truy nã. Cá nhân tôi chạy trốn khỏi đợt bắt giam vừa qua, hiện đang bị truy lùng gắt gao, công an liên tục áp lực đòi phải trình diện tại trại giam Đồng Nai. Thay mặt Hiệp Hội Đoàn Kết Công Nông Việt Nam, tôi tha thiết kêu gọi qúi vị hãy làm mọi cách để cứu lấy Hiệp Hội Đoàn Kết Công Nông đang bị đàn áp khốc liệt của bạo quyền Cộng Sản Việt Nam.
