"We are greatly concerned that Mr Quang's arrest signifies yet more repressive measures against those who would criticise the government," they said. <p>The letter said: <p>"We are writing on behalf of the World Association of Newspapers and the World Editors Forum, which represent 18,000 publications in 100 countries, to express our serious concern at the sentencing to jail for four years of Le Chi Quang for exercising his right to freedom of expression. <p>"According to reports, on 8 November Mr Quang, a 32-year-old computer instructor, was convicted of 'offences against the State and the Socialist Republic of Vietnam' and sentenced to jail for four years, following a hearing lasting several hours. Mr Quang had been held in B14 prison in Thanh Tri district near Hanoi since his arrest in a cyber cafe on 21 February. <p>"Mr Quang was accused of breaching anti-government legislation after posting articles criticising border agreements made between Vietnam and China in 1999 and 2000. In a letter to Jiang Zemin before a visit to Vietnam by the Chinese president, Mr Quang accused the Vietnamese authorities of making territorial concessions to China. He also voiced support for greater democracy and praised dissidents Nguyen Thanh Giang and Vu Cao. <p>"We are greatly concerned that Mr Quang's arrest signifies yet more repressive measures against those who would criticise the government <p>"We respectfully remind you that the jailing of Mr Quang constitutes a clear breach of his right to freedom of expression, which is guaranteed by numerous international conventions. Furthermore, the United Nations Commission on Human Rights considers that 'detention, as punishment for the peaceful expression of an opinion, is one of the most reprehensible ways to enjoin silence and, as a consequence, a grave violation of human rights'. <p>We respectfully call on you to do everything possible to ensure that Mr Quang is immediately released from jail and that all charges against him are dropped. We urge you to take all necessary steps to ensure that in future Vietnam fully respects international standards of freedom of expression." <p>WAN, the global organisation for the newspaper industry, defends and promotes press freedom world-wide.
