RSF ã yêu c§u nhà c§m quyÁn Hà NÙi tr£ tñ do téc kh¯c cho °¡ng sñ vì lý do séc khÏe. <p>Cí nhân lu­t Lê Chí Quang, nm nay 33 tuÕi ã bË c§m tù të ngày 21 tháng hai nm 2002 ¿n giÝ. Anh bË Hà NÙi kêu án bÑn nm tù vì bË cáo buÙc tÙi phát tán trên Internet nhïng tài liÇu nguy hiÅm, gây ph°¡ng h¡i cho ch¿ Ù xã hÙi chç ngh)a ViÇt Nam. <p>Theo RSF, hiÇn anh Lê Chí Quang bË au th­n khá n·ng và séc khÏe anh ngày càng suy y¿u, do tình tr¡ng thi¿u dinh d°áng, thi¿u thuÑc men gây ra. Anh ã bË chéng bÇnh này të khi còn nhÏ tuÕi. <p>Tin téc do mÙt sÑ hãng thông t¥n quÑc t¿ mÛi ây còn cho hay, hiÇn anh Lê Chí Quang không còn nói nng bình th°Ýng. Gia ình chÉ °ãc vào thm anh m×i tháng mÙt l§n và mÙt bác s) mÛi °ãc phép vào tr¡i tù khám séc khÏe xác nh­n r±ng, bÇnh tình anh Lê Chí Quang hiÇn r¥t áng ng¡i. <p>HÓi tháng 11 nm 2002 có 69 bác s) ng°Ýi ViÇt Ënh c° trên toàn th¿ giÛi ã phÕ bi¿n mÙt thông báo yêu c§u nhà n°Ûc ViÇt Nam tr£ tñ do cho cí nhân lu­t Lê Chí Quang vì lý do séc khÏe anh mÏng manh. <p>Trong cuÙc ti¿p xúc vÛi ban ViÇt Ngï chúng tôi, ông Julien Pain, tr°ßng vn phòng Internet cça tÕ chéc phóng viên không biên giÛi ß Paris ã phát biÃu nh° sau:  Chúng tôi r¥t e ng¡i cho séc khÏe cça hai nhân v­t b¥t Óng chính ki¿n ang ngÓi tù là các ông Tr§n Khuê và Lê Chí Quang. Theo ch× chúng tôi °ãc bi¿t thì nhïng chính trË ph¡m ß ViÇt Nam không °ãc chm sóc séc khÏe, dù ó là sñ chïa trË tÑi thiÃu và s¡ ³ng nh¥t. Chính vì th¿ mà tÕ chéc cça chúng tôi lo ng¡i là m¡ng sÑng cça nhïng tù nhân l°¡ng tâm này khó °ãc b£o ãm. <p>VÁ nhïng tin Ón nói r±ng, giáo s° Tr§n Khuê ã të tr§n trong nhà tù, ông Julien Pain, mÙt nhà báo Pháp trong ban iÁu hành cça tÕ chéc phóng viên không biên giÛi gi£i thích:  Tr°Ûc ây chúng tôi cing có nghe nhiÁu tin Ón vÁ vå viÇc này, nh°ng sau khi ã kiÃm chéng kù l°áng, RSF bi¿t rõ là giáo s° Tr§n Khuê hiÇn v«n bË giam c§m trong mÙt tr¡i giam ß Saigon. Nh°ng không ai bi¿t ích xác nhà tù ó ß âu và ¿n khi nào Hà NÙi mÛi °a ông ra xét xí công khai. <p>Giáo s° Tr§n Khuê nm nay 67 tuÕi, ông là mÙt hÍc gi£, mÙt nhà nghiên céu vÁ vn ch°¡ng và Hán Nôm. Ông cing là mÙt trong nhïng ng°Ýi éng ra sáng l­p mÙt hÙi chÑng tham nhing. Do nhïng ho¡t Ùng bË nhà n°Ûc gán ghép tÙi chÑng phá ch¿ Ù, ông Tr§n Khuê bË b¯t ngày 29 tháng 12 nm 2002 vì bË truy tÑ là ã phÕ bi¿n tài liÇu nguy hiÃm trên Internet. <p>ThÝi gian g§n ây, có nhiÁu tin Ón cho r±ng ông Tr§n Khuê ã ch¿t trong tù, nh°ng vå viÇc này không °ãc nhà chéc trách ViÇt Nam xác nh­n. <p>V«n theo RSF thì nhà n°Ûc ViÇt Nam luôn theo dõi và kiÃm sóat g¯t gao nhïng ai truy c­p Internet, b±ng chéng là Hà NÙi ã ban hành mÙt nghË Ënh ký ngày 26 tháng 5 nm 2003, cho phép các c¡ quan chéc nng quyÁn phong tÏa và ngn ch·n viÇc sí dång ph°¡ng tiÇn tin hÍc này. iÁu hai cça lu­t này quy Ënh r±ng, nhïng ng°Ýi truy c·p Internet không °ãc phép nh­n hay phÕ bi¿n các tin téc xét th¥y nguy h¡i cho chánh phç. <p>Tính ¿n nay, Hà NÙi ã c¥m oán và d¹p bÏ h¡n hai ngàn web site. Nm nhân v­t b¥t Óng chính ki¿n bË xí lý và tÑng giam vì hÍ ã phát tán tài liÇu trên Internet bË nhà n°Ûc buÙc tÙi ph£n Ùng và chÑng phá cách m¡ng. <p>TÕ chéc ân xá quÑc t¿ téc Amnesty International t¡i Luân ôn cing loan báo là séc khÏe cça anh Lê Chí Quang ngày càng suy nh°ãc, bÇnh tình anh trß n·ng h¡n do iÁu kiÇn giam giï thi¿u thÑn trong tr¡i Nam Hà.</p> <p><a name="an030925a"></a><table border="0" cellpadding="0" width="100%"><tr><td bgcolor="#C0FFFF"> <div align=right>Vietnam 23 September 2003<br><a href="http://www.rsf.org/article.php3?id_article=8061" target="_blank"><b>Serious concern about plight of jailed cyber-dissidents</b></a><br> <i>Reporters Without Borders</i></div></td></tr></table> <p>Reporters Without Borders called today for the immediate release of jailed cyber-dissident Le Chi Quang, who is reportedly seriously ill with chronic kidney disease, and for government clarification of rumours that another, the elderly Tran Que, has died. <p>"Their cases show political prisoners do not get even minimum medical care in Vietnamese jails," said the organisation's secretary-general, Robert Ménard. "We are very worried about the plight of many of them." <p>Tran Khue, a 67-year-old literature teacher and founder of an anti-corruption group, was arrested on 29 December 2002 and has been held without trial for posting criticism of the government on the Internet. Several sources say he may have died, but this has not been confirmed by the authorities. <p>Le Chi Quang, 33, was arrested in a Hanoi cybercafé on 21 February 2002 by an undercover policeman for posting supposedly "dangerous information" on the Internet. He was given a four-year sentence last November. His health is said to be deteriorating rapidly because of his poor conditions of detention, including bad food and lack of medical care. A group of 69 Vietnamese-born doctors called on the government last November to release him on medical grounds. <p>The Vietnamese government is tightening its control of Internet access inside the country and state censorship bodies were empowered on 26 May this year to clamp down hard by banning Internet users receiving or putting out "anti-government" material. The authorities are currently blocking access to nearly 2,000 websites and five people are in prison for posting allegedly subversive material online.</p> <p><a name="fr030925a"></a><table border="0" cellpadding="0" width="100%"><tr><td bgcolor="#C0FFFF"> <div align=right>Viêt-nam 23.09.2003<br><a href="http://www.rsf.org/article.php3?id_article=8060" target="_blank"><b>Sérieuses inquiétudes au sujet de deux cyberdissidents emprisonnés</b></a><br> <i>Reporters sans frontières</i></div></td></tr></table> <p>L'état de santé du cyberdissident Le Chi Quang, emprisonné depuis le 21 février 2002, est jugé très préoccupant. Il souffre d'une maladie des reins qui s'aggrave rapidement en raison de ses conditions de détention. Ce journaliste de 33 ans a été condamné en novembre dernier à quatre ans de prison pour avoir diffusé sur Internet de "dangereuses informations". Des rumeurs font également état du décès en prison du cyberdissident Tran Khue, emprisonné depuis le 29 décembre 2002 pour des charges similaires. <p>Reporters sans frontières demande aux autorités vietnamiennes la libération immédiate de Le Chi Quang pour raison médicale. L'association exige également de ces mêmes autorités une prise de position claire sur les rumeurs de décès en prison du professeur Tran khue. Plus généralement, elle s'indigne des conditions de détention infligées aux cyberdissidents vietnamiens. "Les cas de Le Chi Quang et de Tran Khue sont révélatrices du traitement infligé aux prisonniers politiques au Viêt-Nam", s'indigne Robert Ménard, secrétaire général de Reporters sans frontières". "Les dissidents vietnamiens emprisonnés ne bénéficient pas d'un suivi médical minimum, et nous craignons pour la vie de beaucoup d'entre eux", ajoute-t-il. <p>Le Chi Quang a été arrêté le 21 février 2002, dans un cybercafé de Hanoi, par un policier en civil se faisant passer pour un internaute. Quang souffre depuis son enfance de graves problèmes rénaux, "mais la mauvaise alimentation et l'insuffisance de soins médicaux aggravent la situation", indique Amnesty International. En novembre 2002, 69 médecins d'origine vietnamienne avaient déjà publié un communiqué de presse dans lequel ils demandaient au gouvernement de libérer Le Chi Quang pour raison médicale. <p>Tran Khue est un professeur de littérature, fondateur d'une association contre la corruption. Il a été arrêté le 29 décembre 2002 et mis en détention sans procès, pour avoir diffusé sur Internet des informations critiques à l'égard de la politique du gouvernement vietnamien. Selon plusieurs sources Tran Khue pourrait être décédé en prison, à l'age de 67 ans. Cette information n'est pas confirmée par les autorités vietnamiennes. <p>Le gouvernement vietnamien impose un contrôle de plus en plus strict du réseau. Un décret du 26 mai 2003 a donné aux organes de censure vietnamiens les moyens de museler complètement Internet. Ce texte indique entre autres, dans son article 2, que les utilisateurs d'Internet ont l'interdiction de recevoir ou de publier des informations "anti-gouvernementales". À l'heure actuelle, le Viêt-Nam compte près de 2 000 sites bloqués, et 5 personnes sont emprisonnées pour avoir publié des textes jugés subversifs sur le Net.</p> <hr></hr> <p align=right><a href="vuan_lechiquang.html"><b>Vå Án Lê Chí Quang</b></a></p> </div> </BODY> </HTML>
